Home Energy Conservation


Weatherization Assistance Program (WAP)

Langlade, Lincoln, Marathon, Price, Rusk, Sawyer, Taylor, and Wood Counties


This program improves the energy efficiency of homes by using the most advanced technologies, testing equipment, and protocols available in the housing industry.  The energy conservation resulting from the program helps our country reduce its dependence on foreign oil and decreases the cost of energy for the families in need while improving the health and safety of their homes.


Limited Weatherization Program is for households that cannot receive regular weatherization due to the home's condition or the project not being cost effective.


Emergency Furnace Repair and Replacement Program is for homes with furnaces that are not working or are unsafe.  WHEAP emergency heating system assistance can provide services to eligible homeowners if the furnace or boiler stops operating.  Heating system assistance includes payment for repairs or in some situations your residence may qualify for a total replacement of a non-operating system.  Call your local WHEAP agency immediately if you are experiencing a no heat situation.


Eligibility:  To receive the benefits of the weatherization programs, the household eligibility is first established by the Wisconsin Home Energy Assistance Program (WHEAP) provider in the county where the applicant resides. Persons must contact their local energy assistance offices to complete an application (see below). The WHEAP system calculates the household income level. If a household's level is less than 60% of the state median income level, the household is income eligible.

Available Weatherization Services


Services and items available through the weatherization program are:


  • Installing insulation in the attic, walls, floors and basements
  • Replacing, water heaters, freezers, refrigerators and dehumidifiers
  • Heating system analysis and testing
  • Replacing thermostats
  • Air sealing
  • Install CFL/LED lighting
  • Install smoke detectors
  • Install carbon monoxide detectors
  • Install ventilation equipment


Available Limited Weatherization Services:


  • Installing LED lighting
  • Replacing refrigerators and/or freezers
  • Installing low flow showerhead(s)
  • Installing faucet aerator(s)
  • Vent/re-vent clothes dryer with metal venting material



Available Emergency Furnace Repair and Replacement Services:

  • Repair non-working furnaces
  • Replace non-working furnaces
  • Heating system analysis and testing


Is there a cost to the applicant for Weatherization Services?


  • There is NO COST to the client (includes renters) for weatherization services
  • Anyone who is approved for Energy Assistance is financially eligible for the Weatherization Program and will be put on a weatherization priority contact list
